Responsibilities：
Design Office Phase:
· Prepare Completion Execution Strategy and departmental procedures to be followed at site.
· Define Commissioning Handover Systems and sequence.
· Commence Level 3 Completions & Commissioning Schedule.
· Define Commissioning Organization and mobilization plans.
· Review and approve initial system/sub-system boundary limits.
· Oversee initial population of the CMS (Completion manage system).
· Review CMS A & B ITR content.
· Preparation of multi-discipline Commissioning Procedures.
· Preparation of Performance Test Procedures.
· Preparation of Execution Plan.
· Define commissioning consumables, tools, equipment and services required to support all site commissioning activities.
· Review SUB-CONTRACTOR mechanical completion, pre-commissioning and commissioning plans and procedures.
· Participate in design reviews.
· Participate in HAZOP/HAZID reviews.
· Attend Construct ability Workshops.
· CAPEX/OPEX commissioning budget input.
· Operation Readiness Assistance.
At Site Location (s) phase:
· Monitor, guide, direct and accept mechanical completion, pre-commissioning and commissioning activities including approval of punch lists.
· Interface with other project departments.
· Daily PTW review and sign off. Safety training for all subcontractor personnel. Ensure all safety regulation and standard have been implemented and followed.
· SIMOPS management.
· Completion Certificate issuance/endorsement.
· Acceptance of system handover from Construction.
· Assign responsibility for system completion to Commissioning Specialists as appropriate to support the schedule.
· Monitor the quality and effectiveness of the commissioning works.
· Vendor mobilization, site coordination and supervision.
· Spares and *** fills required to efficiently carry out the SOW.
· Compile relevant documentation to support handover and acceptance of systems to COMPANY.
Requirements:
· Background in chemical or marine engineering
· EPC contractor project commissioning manager
· Oil and gas project commissioning manager
· The commissioning manager shall have the overall planning ability, be familiar with the whole process of EPC project, and be able to lead the team to implement it
· Fluent English as working language, able to communicate with foreigners, host meetings, discuss problems and make reports
